Increases the maximum fine for attorneys who give money or valuable consideration to encourage clients to bring lawsuits from $1,000 to $10,000.

Extends the maximum imprisonment term for such violations from six months to one year in county jail or hard labor.

Applies the increased penalties to Section 34-3-24 (attorneys improperly inducing clients) and Section 34-3-25 (persons receiving compensation for procuring clients).

Requires disbarment and removal from legal practice for attorneys convicted of improperly paying for clients or employing others to solicit business.

Becomes effective on the first day of the third month following passage and approval by the Governor.
