• Establishes an early voting period allowing registered voters to cast ballots without excuse at designated early voting centers before election day in their home county.

• Requires each county's judge of probate to manage early voting, designate at least one early voting center, and establish uniform days and hours of operation across all centers in the county.

• Mandates early voting centers remain open at least 5 days during the 14-day period immediately preceding an election, with a minimum of 10 hours each day; statewide elections require centers to open the two Saturdays immediately before election day.

• Directs the appointing board responsible for poll workers under Alabama Code Section 17-8-1 to appoint poll workers for the early voting period.

• Requires the Secretary of State to promulgate rules establishing early voting procedures; becomes effective on the first day of the third month following passage and approval.
