• Amends Section 9-12-113 of the Alabama Code to eliminate the requirement for proof of income under Alabama income tax law for renewal of commercial net and seine permits.

• Applicants for permit renewal beginning October 1 after the bill's effective date are no longer required to submit unamended original income tax returns or demonstrate that 50 percent of gross income derives from seafood capture and sale.

• Preserves existing restrictions that certain net and seine permits are not transferable under any circumstances, including physical hardship, and maintains prior licensing history requirements for initial applicants.

• Becomes effective immediately upon passage and approval by the Governor.
