Amends Section 12-19-310 of the Alabama Code to authorize circuit clerks to use funds from the Circuit Clerk's Judicial Administration Fund for merit and promotion raises for full-time employees in their offices.

Circuit clerks may exercise discretion in awarding these raises from the fund, which is established through the distribution of one-sixth of docket fees collected in each county.

The authorization applies only to full-time employees of the clerk's office and does not reduce existing salaries or state funding allocations to circuit judges or clerks.

All expenditures from the fund remain subject to audit procedures that apply to other state funds.

The act becomes effective on October 1, 2017, upon passage and approval by the Governor.
