Prohibits discrimination in hiring, promotion, discipline, or termination of state employees and prospective state employees based on race, color, religion, national origin, ethnicity, sex, sexual orientation, gender identity or expression, disability, or age.

Allows state employees and prospective state employees who experience discrimination to file complaints with the State Personnel Department.

Authorizes the State Personnel Department to adopt rules under the Administrative Procedure Act to implement the discrimination prohibition.

Specifies that violations do not authorize private lawsuits against the state or state employees and do not subject them to civil damages, penalties, or other liability.

Becomes effective on the first day of the third month following passage and approval by the Governor.
