Lowers the minimum project cost threshold for Home Builders Licensure Board jurisdiction from $10,000 to $1,000, bringing more residential home building projects under board regulation.

Authorizes the board to collect actual costs relating to hearings for disciplinary actions against licensees.

Increases maximum administrative fines for violations from $2,000 to $5,000 per violation.

Allows the board to set by rule the maximum payment cap for claims from the Homeowners' Recovery Fund (previously fixed in statute).

Authorizes the board to revoke licenses and refuse to issue new licenses to licensees and certain related license holders who fail to pay judgment claims under the Homeowners' Recovery Fund.
