AL HB351

Allows members of the Clerks' and Registers' Supernumerary Fund to transfer creditable service and accumulated contributions to the Teachers' Retirement System, Employees' Retirement System, or Judicial Retirement Fund.

Requires members to notify the appropriate Board of Control within one year of becoming a member of the receiving retirement system to elect transfer eligibility.

Permits members transferring from the Clerks' and Registers' Supernumerary Fund to receive credit by paying the full actuarially determined cost minus the amount of contributions already made.

Requires the Board of Control to certify transferred service credits and contributions between retirement systems to ensure proper credit allocation and benefit calculations.

Becomes effective on the first day of the third month following passage and approval by the Governor.
