Allow any incorporated municipality in Alabama to annex unincorporated territory that is enclosed within the municipality's corporate limits and has been enclosed for one year or more, if the territory is 15 acres or less in size.

Require municipalities to adopt an ordinance finding that the territory has been enclosed for at least one year and that annexation serves the public good and welfare of the municipality.

Make annexation effective upon ordinance adoption, publication as required by law, and filing a copy of the ordinance with a map in the office of the judge of probate of the county where the annexed territory is located.

Prohibit municipalities from annexing any part of an industrial park established pursuant to Chapter 23 of Title 11, Code of Alabama 1975.

Make the act effective on the first day of the third month following passage and approval by the Governor, or its otherwise becoming law.
