• Authorizes Class 6 municipalities already providing cable service, internet access, telecommunications service, or advanced telecommunications service to expand service throughout their county, including into other municipalities' corporate limits and police jurisdictions.

• Requires prior written consent from the governing body of any other municipality before a Class 6 municipality may provide services within that municipality's corporate limits or police jurisdiction.

• Requires prior written consent from the county governing body before a Class 6 municipality may provide services in unincorporated county areas.

• Exempts the expansion authorization from requiring additional public hearings, petitions, elections, or notices beyond those already conducted for initial service establishment.

• Permits Class 6 municipalities to incur debt through interest-bearing warrants to finance service expansion and confirms all previously taken actions under governing telecommunications law remain valid.
