Authorizes the Talladega County Sheriff to establish procedures for making limited purchases using credit or debit cards issued to the Sheriff's Office.

Requires the sheriff to promulgate written policies that include monetary limits on individual and monthly purchases, restricted card access, accurate record-keeping, monthly bill reviews, and timely full payment to avoid fees.

Requires the sheriff to select card providers considering annual fees, rewards/rebates, interest rates, service charges, finance charges, late fees, and termination penalties.

Directs any rewards or rebates earned from card use to be deposited into the Sheriff's Discretionary Fund of Talladega County.

Becomes effective immediately upon passage and gubernatorial approval or upon otherwise becoming law.
