Amends Act 2015-264 to impose a $30 one-time service of process fee per document requiring personal service by the Montgomery County Sheriff in both civil and criminal divisions of district and circuit courts.

Applies the fee to matters pending or to be commenced in Montgomery County courts and to matters in courts outside Montgomery County.

Designates fee collection and distribution: circuit clerk retains 10 percent for office operations, and remaining 90 percent goes to Montgomery County Commission for the county general fund.

Exempts payment if the court finds it will create substantial hardship upon verified statement filed with the clerk.

Exempts district attorney, law enforcement, and grand juries from fee payment.

Becomes effective on the first day of the third month following passage and Governor approval.
