Amends Code of Alabama Section 45-37A-51.237 to allow the City of Birmingham to rehire retired public safety officers (law enforcement and firefighters) during times of critical personnel shortages while the officers continue receiving retirement benefits.

Requires retired public safety officers to have been retired for at least 45 consecutive days before reemployment and prohibits accrual of additional retirement service credit during the reemployment period.

Limits reemployment to no more than 10 years total and caps rehired officers at 10 percent of the authorized police force and 10 percent of the authorized firefighter force as of the act's effective date.

Restricts rehired law enforcement officers to ranks below sergeant and rehired firefighters to ranks below apparatus operator, with no promotions permitted during reemployment.

Requires the City of Birmingham to obtain an actuarial study certifying the act is cost neutral to the retirement system before implementation.
