• Amends Code of Alabama Sections 13A-8-10 and 13A-8-23 to include sewer services alongside gas, electricity, and water in crimes of theft of services and tampering with utility services availability.

• Expands the definition of "Services" in Section 13A-8-10 to explicitly include sewer services.

• Expands the definition of "Utility" in Section 13A-8-23 to include sewer services provided by public or private utilities.

• Establishes penalties: Class C felony if unauthorized sewer diversion exceeds $500 in value, or Class A misdemeanor if $500 or less.

• Becomes effective on the first day of the third month following passage and Governor approval, and is excluded from Amendment 621 local funding restrictions because it defines a new crime.
