Requires Senate confirmation for appointments to head seven executive agencies: Department of Transportation, Medicaid Agency, Department of Mental Health, Department of Revenue, Alabama State Law Enforcement Agency, Department of Corrections, and Finance Department, effective with the next gubernatorial term.

Appointees may serve in their positions pending Senate confirmation, which must occur during the legislative session in which the appointment is made or the next special or regular session if appointed when the Legislature is not in session.

Failure of the Senate to act on an appointment during the applicable legislative session constitutes automatic confirmation.

Appointees must possess any professional qualifications prescribed by law and continue to serve at the pleasure of the Governor or other appointing authority once confirmed.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
