Requires all Internet-capable devices sold in Alabama after January 1, 2018 to include an active filter blocking obscene material, child pornography, sexual cyberharassment images, and prostitution solicitations.

Allows consumers to deactivate filters upon written request, age verification (18+), written warning acknowledgment, and payment of a $20 one-time fee to the state.

Classifies selling unfiltered devices to minors as a Class C felony and to adults as a Class A misdemeanor.

Requires manufacturers to establish reporting systems for obscene material breaching filters and update filters accordingly; non-response subjects manufacturers to $500 civil penalties per unreported item, device reimbursement, and attorney fees.

Distributes collected filter deactivation fees as follows: 60% to Alabama Crime Victims Compensation Fund, 20% to grants for human trafficking and child exploitation programs, and remaining funds to state General Fund.
