Amends Section 45-2-70.01 of the Code of Alabama 1975 to change how Baldwin County commission members' compensation is calculated, basing it on the previous four-year average of median annual household income in Baldwin County instead of statewide income.

Transfers responsibility for adjusting compensation from the State Department of Labor to the Comptroller's Office of the Department of Finance, effective the first day of November in the first year of each four-year term.

Removes the five percent cap on compensation increases or decreases, allowing compensation to adjust freely based on the four-year median household income average.

Maintains the $5,000 annual additional compensation for the commission chair and requires commissioners to waive other statutory compensation increases to be eligible for adjustments under this section.

Becomes effective immediately upon passage and approval by the Governor.
