Imposes an additional $35 court cost in all Jackson County circuit, district, and municipal court cases involving domestic violence offenses (first, second, and third degree domestic violence, strangulation/suffocation, and protective order violations) or final protection-from-abuse orders.

Requires court clerks to collect costs and remit them monthly (municipal courts to circuit clerk) and quarterly (circuit court to Jackson County Commission or municipality governing body) for distribution to certified domestic violence shelters.

Mandates that collected funds be divided equally among all certified domestic violence shelters in Jackson County that submit annual certification and comply with Alabama Coalition Against Domestic Violence standards.

Repeals Section 45-36-80.03 and redirects any previously collected but undistributed court costs under that section to be distributed under the new provisions in this bill.

Takes effect immediately upon passage and approval by the Governor.
