HB463 Summary

• Amends Section 16-6F-9 of the Alabama School Choice and Student Opportunity Act to subject charter schools to the same state and local laws, rules, regulations, policies, and procedures as non-charter public schools.

• Charter schools remain subject to all federal laws and authorities enumerated in their charter contracts, and retain exemptions from state teacher certification requirements for instructional staff.

• Charter schools must comply with civil rights, health, safety requirements, public health and building codes, employee background checks, and statewide standardized assessments applicable to other public schools.

• Charter schools must adhere to Alabama Open Meetings Act, public records laws, and competitive bid laws in the same manner as local boards of education.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
