Establishes minimum qualifications for the Secretary of Early Childhood Education, appointed by the Governor to head the Department of Early Childhood Education.

Requires candidates to hold either a master's degree or completion of at least 36 post-baccalaureate hours in early childhood education or childhood development.

Requires extensive experience in educational supervision and management covering birth to age 8, school readiness, early care education, school improvement, and school or education administration.

Makes certification in education administration and supervision preferred but not required for appointment.

Secretary must execute a bond of at least $10,000, devote full time to the position, and cannot hold other government offices or positions that conflict with duties.
