HB504 Summary

• Allows supernumerary circuit clerks and registers to designate a beneficiary other than a spouse to receive death benefits from the Clerks' and Registers' Supernumerary Fund, receiving 100 percent of contributions plus 75 percent of accrued interest.

• Permits supernumerary officials to change their beneficiary designation at any time using the process and procedures of the Employees' Retirement System of Alabama.

• Allows circuit clerks and registers who have contributed to the fund and are still living to opt out and receive 100 percent of their contributions plus 75 percent of accrued interest, with all future contributions ceasing.

• Directs the Employees' Retirement System of Alabama Secretary-Treasurer and Administrative Office of Courts to promulgate procedures for implementing these fund changes.

• Requires any remaining funds in the Supernumerary Fund after all participant obligations are met to revert to the Administrative Office of Courts for the benefit of Court Specialists throughout the state.
