• Exempts magazine solicitations if the company makes an election under Internal Revenue Code Section 455 for deferring income on magazine sales and receives IRS approval that the election is proper.

• Clarifies that "primarily soliciting" includes persons soliciting on behalf of companies that publish and offer newspapers, periodicals of general circulation, or magazines.

• Becomes effective immediately upon passage and approval by the Governor.
