Amends Section 45-30A-50.03 of the Code of Alabama 1975 to authorize the city council of Russellville (Franklin County) to set the compensation of the civil service board.

Removes the fixed compensation of $200 per month for civil service board members and replaces it with a flexible amount to be determined by the city council.

Board members remain entitled to receive reasonable and necessary expenses incurred in performance of board business, payable from the city's general fund.

Becomes effective on the first day of the third month following passage and approval by the Governor, or upon otherwise becoming law.
