Authorizes Baldwin County courts (circuit, district, and juvenile courts, excluding municipal courts) to assess additional court costs not to exceed $15 per case on all civil and criminal cases, including traffic and small claims cases.

Collected fees shall be deposited into the Baldwin County Law Library and Judicial Administration Fund to pay court employee salaries and support continued court operations.

Fees cannot be waived unless all other fees, assessments, costs, fines, and charges associated with the case are also waived.

Removes the September 30, 2017 expiration date previously set on these court costs, making the authorization permanent.

Grants the presiding circuit court judge authority to adjust or eliminate the court costs based on state funding availability, and permits increases or decreases up to the $15 maximum per case as deemed necessary.
