• Amends Section 45-17-91.23 of the Code of Alabama 1975 to add a new authorized use of the Shoals Economic Development Fund for workforce training purposes.

• Authorizes the fund to expend an equal match of up to $5,000,000 to construct a Workforce Training and Development Center on property owned by Northwest-Shoals Community College.

• Applies to Lauderdale and Colbert Counties and allows this expenditure in addition to existing authorized uses of the fund, such as inducing business location, industrial development, and administrative costs.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
