Prohibits the Mobile County Health Department from regulating intermittent food service establishments that prepare food for regional celebrations or traditions and do not prepare, sell, or distribute food on a regular basis.

Defines an intermittent food service establishment as an entity with a physical address in Mobile County that prepares and serves food on an intermittent basis not exceeding three days per week at a single location in conjunction with a recurring local or regional celebration, tradition, custom, or cultural event.

Requires operators to complete a free online application on the Mobile County Public Health website at least two business days before the event and maintain knowledge of proper food service temperatures, provide handwashing facilities, and plan for adequate garbage containment.

Exempts intermittent food service establishments from Mobile County Health Department regulation beyond the basic requirements in subsection (b).

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
