• Extends parental consent requirements and judicial waiver procedures for minors seeking abortion to both resident and nonresident minors in Alabama.

• Restricts disclosure of a minor's identity to witnesses only when the court states on the record why the particular disclosure is necessary to promote consideration of the petition without unduly burdening the minor.

• Authorizes court extensions of the decision deadline by no more than 72 hours, except when requested by the minor, beyond the standard 48-hour requirement.

• Requires courts to state on the record why evidence or testimony requested in a subpoena is necessary to promote consideration of the petition and why it does not unduly burden the minor before issuing the subpoena.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
