Authorizes the City Council of Troy in Pike County to regulate and permit the sale of alcoholic beverages for on-premises and off-premises consumption after 12:00 p.m. on Sundays by properly licensed retail licensees.

Requires approval by a majority of qualified City of Troy electors voting in a referendum election designated by the City Council or held in conjunction with the next regularly scheduled state or local election.

The referendum ballot question shall ask: "Do you favor the adoption of Act No. ___, of the ____ Session of the Alabama Legislature authorizing the sale of alcoholic beverages after 12:00 p.m. on Sundays in the City of Troy?"

If voters approve the referendum, Section 1 becomes operative immediately; if voters reject it, the act is repealed and has no further effect.

The City of Troy shall pay any election costs and expenses not otherwise reimbursed by a governmental agency.
