Proposes a constitutional amendment to establish a recall procedure for seven state officers: Governor, Lieutenant Governor, Attorney General, Secretary of State, State Treasurer, State Auditor, and Commissioner of Agriculture and Industries.

Permits recall based on violation of oath of office, malfeasance, misfeasance, or nonfeasance, moral turpitude, incompetence, or lack of physical or mental fitness.

Requires at least 25 residents to initiate a recall petition with a $500 fee, subject to Secretary of State approval for sufficiency and clarity within 30 days.

Requires petitioners to collect signatures equal to at least 30 percent of total votes cast for the office in the most recent general election within 90 days.

Mandates the Governor to issue a recall election writ upon certification, except if the election would occur within the last six months of the officer's term; removal requires a majority vote in the election.
