Allows each school district to educate students about the history of traditional winter celebrations and permit students and staff to offer traditional greetings including "Merry Christmas," "Happy Hanukkah," and "Happy holidays."

Permits school districts to display scenes or symbols associated with winter celebrations on school property, including menorahs, nativity scenes, or Christmas trees, if the display includes symbols of more than one religion or one religion combined with at least one secular symbol.

Prohibits winter celebration displays from including messages that encourage adherence to a particular religious belief.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
