• Amends Section 17-9-3 of the Alabama Code to reduce the signature requirement for independent candidates seeking ballot access in special elections.

• Lowers the required petition signatures from three percent to one percent of qualified electors who cast ballots for Governor in the last general election when a special election primary date falls within 120 days after the Governor orders the election.

• Maintains the three percent signature requirement for independent candidates in regular general elections and all other circumstances.

• Petition signatures must be filed by 5:00 P.M. on the date of the first primary election, with filings made to the judge of probate for county offices or the Secretary of State for all other offices.

• Becomes effective immediately upon passage and approval by the Governor.
