• Amends Section 16-51-3 of the Code of Alabama 1975 to revise the Board of Trustees composition for the University of North Alabama.

• Replaces the State Superintendent of Education position on the board with one at-large member who can be appointed from within or outside the state.

• Changes the board's residential district representation from the seventh and eighth congressional districts to the fourth and fifth congressional districts.

• Establishes the initial at-large member appointment for a six-year term, with all successor at-large members also serving six-year terms.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
