Amends Section 11-91A-2 of the Alabama Code to authorize the Care Assurance System for the Aging and Homebound and its affiliated local centers to participate in the Local Government Health Insurance Program.

Adds the Care Assurance System for the Aging and Homebound to the list of entities eligible to participate in the program, subject to board acceptance and compliance with board-prescribed resolution procedures.

Allows the Care Assurance System's elected officials, full-time employees, and retired employees to become eligible for health care coverage under the Local Government Health Insurance Program.

Becomes effective immediately upon passage and approval by the Governor.
