Amends Section 12-15-319 of the Code of Alabama 1975 to add a new factor for terminating parental rights of a biological father convicted of first-degree rape under Section 13A-6-61 against the child's mother that resulted in conception.

Adds conviction for first-degree rape as factor (13) to the list of circumstances juvenile courts may consider when determining whether to terminate parental rights.

Applies only when the biological father commits rape in the first degree against the mother and the rape results in the conception of the child.

Becomes effective on the first day of the third month following passage and approval by the Governor.
