Municipal governing bodies cannot increase salaries, expense allowances, or other compensation for their members unless the proposed ordinance or resolution was introduced at a regular meeting at least 30 days before adoption or consideration.

The proposed ordinance or resolution must be published in the same manner as required under Alabama Code Section 11-45-8(b) within seven business days after being proposed.

The act applies to all Alabama municipalities in Classes 1 through 8 and any other municipalities established by general law, local law, or special law, with conflicting laws repealed and superseded.

Any salary or expense allowance increases adopted prior to the effective date may only remain operative if the ordinance or resolution is readopted according to these new requirements before the new municipal governing body takes office.

The act does not apply to mayors unless the mayor sits as a member of the council or other municipal governing body.
