Defines a "sky lantern" as an unmanned self-contained free-floating luminary device requiring an open flame underneath for propulsion.

Makes it unlawful to release a sky lantern within 500 yards of a public gathering, defined as more than 500 members of the public in an outdoor place for sporting contests, auto races, concerts, festivals, political rallies, parades, or similar events.

Classifies violation of the sky lantern release prohibition as a criminal violation punishable pursuant to Section 13A-5-12 of the Code of Alabama 1975.

Excludes the bill from Amendment 621 requirements regarding local expenditures because it defines a new crime.

Becomes effective immediately following passage and approval by the Governor, or upon otherwise becoming law.
