Secretary of State and Alabama State Law Enforcement Agency shall establish a program to share electronic records from driver's license and nondriver identification card issuance and renewal for automatic voter registration purposes.

Electronic records and signatures of applicants age 17 years and 6 months or older are treated as completed registration applications, with the Secretary of State able to delay providing information for those under 18 until they turn 18.

County boards of registrars shall register eligible applicants as voters and issue certificates of registration, except during the 14-day period immediately prior to any election.

Notice of the automatic voter registration program must be posted at all locations where driver's licenses and nondriver identification cards are issued or renewed.

When an elector changes their address during driver's license renewal, the new address shall be provided to the appropriate board of registrars and a new certificate of registration issued if appropriate.
