Establishes the Marshall James Walton Highway Safety Act and creates the crime of homicide by vehicle or vessel in Alabama.

A person is guilty of homicide by vehicle or vessel if they cause another person's death while knowingly violating any state law or municipal ordinance related to vehicle or vessel operation, traffic, or boating, when the violation is the proximate cause of death.

Conviction for homicide by vehicle or vessel is classified as a Class C felony.

Bill is exempt from Amendment 621 constitutional requirements for local expenditures because it defines a new crime.

Effective on the first day of the third month following passage and gubernatorial approval.
