HB 90 Summary

• Board of Registrars appointees serve at the pleasure of appointing authorities and must coordinate appointments to enhance racial, gender, urban, rural, and economic diversity.

• Registrars removed for cause by the Secretary of State become ineligible for reappointment for the duration of the term in which removal occurred; Secretary of State may fill vacancies if unfilled for more than 90 days (or 30 days within six months of an election).

• Registrar salary clarified at $80 per working day with mileage allowance; board members declared state employees for Social Security purposes and eligible for county health insurance after 16 years of service.

• Board of Registrars must be open during the same hours as the county courthouse on working days; registrars must work a minimum of four business hours to receive compensation for a day or session.

• Secretary of State shall establish methodology for registrars to track and report hours worked; within three months before and after elections, Secretary of State may require additional hours for voter registration and election administration duties.
