HB93 Summary

• Amends Section 32-5B-4 of the Code of Alabama 1975 to require all occupants of passenger cars (not just front seat occupants) to have safety belts fastened while the vehicle is in motion.

• Removes the restriction limiting the requirement to "front seat" occupants, expanding the seat belt requirement to all passengers in vehicles manufactured with safety belts in compliance with Federal Motor Vehicle Safety Standard No. 208.

• Maintains existing exemptions for child passengers under Section 32-5-222, individuals with medical statements from physicians, rural postal carriers, newspaper/mail delivery persons, vehicles manufactured before 1965, and vehicles that operate in reverse.

• Names the legislation the "Roderic Deshaun Scott Seat Belt Safety Act."

• Becomes effective on the first day of the third month following passage and approval by the Governor.
