• Creates a Joint Legislative Committee to investigate air conditioning and heating system problems in the Alabama State House, which has caused extremely low temperatures, airborne illnesses, and reduced work productivity.

• Committee membership consists of 6 members: 3 appointed by the Speaker of the House of Representatives and 3 appointed by the President Pro Tempore of the Senate, with appointments to reflect racial, gender, geographic, urban, rural, and economic diversity.

• Committee must perform a complete assessment of the heating and air conditioning system, identify who controls temperature regulation, determine specific problems with thermostat regulation, and identify deficiencies and solutions needed to address operational problems.

• Committee shall submit a final report with recommendations for immediate action prior to the last legislative day of the 2017 Regular Session, at which time the committee is dissolved.
