Directs the Secretary of the Department of Early Childhood Education, State Superintendent of Education, Chancellor of the Alabama Community College System, and public university presidents to submit education improvement plans to legislative committees before the 2018 Regular Session.

Plans must include objectives, strategies, indicators, and benchmarks to achieve six specific goals by 2021: increase Pre-K availability to 70 percent, achieve 90 percent proficiency in reading/math/science for fourth and eighth graders on national assessments, reduce remediation rates by 50 percent, increase industry certifications by 40 percent, increase bachelor's degrees by 10 percent, and increase master's degrees by 5 percent.

Establishes shared responsibility among state education leaders, local boards, superintendents, principals, administrators, teachers, and education employees to implement state-level education measures and goals.

Requires the Legislature to distribute copies of the resolution to all reporting entities to formally notify them of legislative expectations and commitment to implementing education improvement goals.
