Commends Congressman Earl Frederick Hilliard for his service and achievements in public office and civil rights.

Recognizes Hilliard's election to the 103rd United States Congress in 1992, marking the first time an African American represented Alabama since Reconstruction, and his re-election in 1994, 1996, 1998, and 2000.

Acknowledges his educational background (degrees from Morehouse College, Howard University, and Atlanta University; honorary Doctor of Humane Letters from Talladega College) and prior service in the Alabama House of Representatives (1975-1981) and Alabama Senate (1981-1992), including chairing the Senate Commerce, Transportation and Utility Committee and Senate Judiciary Committee.
