HJR396 Summary

• Creates the Alabama State Parks Foundation Study Commission to review practices in other states and explore public/private partnership opportunities for state park preservation and development without using additional state funds.

• Commission membership includes the President Pro Tempore of the Senate, Speaker of the House, directors of Conservation and Natural Resources, Archives and History, Commissioner of Agriculture and Industries, and three citizen members representing recreational interests appointed by legislative and executive leadership.

• Commission shall conduct a comprehensive review of parks foundations in other states, identify successful and unsuccessful practices, and recommend legislation for forming an Alabama Parks Foundation if feasible.

• Appointments must be made within 30 days of the act's effective date, with the first meeting held no later than September 1, 2017, and membership coordinated to reflect the state's racial, gender, geographic, urban, rural, and economic diversity.

• Commission shall submit written findings and recommendations to the Legislature no later than the tenth legislative day of the 2018 Regular Session, at which time the commission will be dissolved; members serve without compensation but may be reimbursed for necessary expenses.
