Urges Congress to propose and adopt legislation recognizing coal combustion products (CCPs) including fly ash, bottom ash, and flue gas desulfurization materials as strategic mineral resources.

Seeks preservation of future access to CCPs produced or stored in impoundments or landfills for reclamation and recovery consistent with the Resource Conservation and Recovery Act (RCRA) objectives.

Highlights that CCPs contain rare earth elements strategic to national defense and economy, and their recovery reduces costs for infrastructure, commercial, industrial, and residential construction.

Asserts that using recovered CCPs as substitutes for mined minerals reduces energy consumption, preserves natural resources, and enhances environmental quality.

Directs distribution of the resolution to the Alabama Congressional Delegation to communicate the state legislature's concerns regarding access to coal ash mineral resources and current energy and environmental regulations.
