Emphasizes that scientific application of innovative technologies can modernize infrastructure, reduce costs, and break down market barriers for technology development.

Recognizes the Southern States Energy Board's 57-year history of addressing cutting-edge energy issues including alternative transportation fuels, electric power generation, energy efficiency, grid modernization, and clean energy manufacturing.

Requires a copy of the resolution be forwarded to the United States Secretary of Energy to communicate the legislature's concern regarding clean energy development in the region.
