Commends James Alexander Armstrong of Troop 130 of the Greater Alabama Council for attaining the rank of Eagle Scout, the highest rank in the Boy Scouts of America.

Recognizes Armstrong's Eagle Scout Project, "Project Shade Tree," which involved installing shade trees around the playground area at St. Peter's Episcopal Church in Talladega, Alabama, to provide natural screening, cooling, and UV protection.

Notes Armstrong is an eighth grade honor roll student at Oxford Middle School who serves as a school ambassador and participates on the baseball and basketball teams.
