Honors the memory of Richmond Pearson Brown, who passed away on May 4, 2017, and was a valued member of the Arley United Methodist Church and Arley, Alabama community.

Recognizes Brown's founding role in the Alabama Association of USA Track and Field and his decades of service to the sport, including officiating since 1960 and serving as Official, Certification Chair, Vice-President, and President.

Acknowledges Brown's involvement in organizing the Azalea Run in Mobile, Alabama and bringing the national USA Track and Field Annual Meeting to Mobile.

Celebrates Brown's lifelong commitment to his country, state, family, community, and those in need, as well as his willingness to share his extensive knowledge of track and field.

Expresses the House of Representatives' deep gratitude for Brown's selfless commitment and extends heartfelt condolences to his wife Laura Brown and the entire Brown family.
