Emphasizes the importance of demonstrating new clean energy technologies including renewable energy, clean coal, energy efficiency, distributed energy, and oil and natural gas with environmental protections.

Identifies commercial and residential buildings as significant opportunities for improved energy efficiency and distributed resource deployment.

Requires a copy of the resolution be forwarded to the United States Secretary of Energy to communicate the state's concern regarding clean energy development in the South.
