Transfers appointment power of the Administrative Director of Courts from the Chief Justice alone to the entire Supreme Court, effective January 2019, requiring a majority vote by all Justices.

Establishes a 12-year term for the Administrative Director of Courts, who may be removed only for cause by majority vote of the Supreme Court.

Grants the Administrative Director of Courts authority to appoint and employ all officers and employees within the Administrative Office of Courts without regard to the Merit System, at compensation levels set by the director from appropriated funds.

Becomes effective upon ratification of a Constitutional Amendment authorizing the Justices of the Supreme Court to appoint the Administrative Director of Courts.
