SB114 Summary

• Establishes the Alabama Community College System as a body corporate under state law with corporate powers similar to four-year institutions of higher education, replacing its former status as a state government department.

• Removes supervisory authority over community and technical colleges from the State Board of Education and delegates all such powers to the Board of Trustees of the Alabama Community College System, effective May 12, 2015.

• Clarifies that employees of the Alabama Community College System and community and technical colleges are eligible to participate in the Teachers' Retirement System of Alabama, Public Education Employees' Health Insurance Plan, State Employees' Health Insurance Plan, and qualified health plans under the federal Patient Protection and Affordable Care Act of 2010.

• Grants the Board of Trustees authority to acquire, lease, rent, convey, and dispose of real and personal property, and provides that all property held before May 12, 2015 shall be owned by the Alabama Community College System.

• Becomes effective immediately upon passage and approval, with full implementation occurring on a date before October 1, 2017, as determined by the Chancellor and Board of Trustees.
